Within the scope of the Network of European Cities of Asylum, writers who are politically persecuted because of their literary work are invited to Graz. This programme has been founded by the International Writers Parliament in 1994. Writers in exile are selected partly on the basis of our own research partly in collaboration with various institutions, e.g. P.E.N. Germany, P.E.N. International, The Hamburg Foundation for Politically Persecuted People, KulturKontakt Austria, Heinrich-Böll-Foundation and others. Since 1997 writers in exile are being invited to Graz, since 2001 Graz is is bearing the title “City of Human Rights”.
